setup.py:
- remove docutils dependancy
- use PIL instead of Pillow (though keep Pillow in the requirements file as PIL
will fail to install correctly with pip)

importing sigal in setup has a drawback: If the package requires a dependency
before the dependency is installed the setup.py script will fail. Back to manual
version number.
