This commit refactors the Dockerfile to:
- Reintroduce the programmer user creation with sudo privileges
- Add necessary system dependencies for development tools
- Update Go installation to include PATH in root's bashrc
- Install github-linguist gem

This commit refactors the MCP server implementation, updates the Dockerfile with new development tools and dependencies, introduces a Makefile for building and running the application, and adds utility modules for sandbox management and Ollama integration.
